Additional Property Attributes

The following on-site RECs were noted during the Phase I ESE conducted in September 2013: The Site is located within the South Minneapolis Soil Contamination Site (NPL MNN00509136), an area impacted by pesticide generation. Although soil sampling was conducted in the area by the EPA, remedial efforts were undertaken to remove impacted soil, and current human exposure is considered to be under control, available information indicates that no soil sampling was conducted at the Site. The possibility exists that arsenic may be present in the soil at concentrations presenting a health risk. The possible presence of arsenic in soil presents a REC for the Site. Historical information indicates that the southeast portion of the Site was developed with a filling station from at least 1935 to at least 1963. Soil borings advanced in this portion of the Site in 1994 identified petroleum-impacted soil at approximately 20 to 25 feet below grade. MnDOT files indicate that the accessible zone (upper 3 feet) of soil was excavated during construction of the east adjoining Hiawatha Avenue in 1998 and that no indications of petroleum contamination or elevated PID readings were encountered. The potential for encountering residual petroleum contamination during construction of a proposed agricultural structure is therefore minimized. However, petroleum contamination may still remain at depth, and Bay West is not aware of any soil-gas sampling that has been conducted at the Site to ascertain if soil-gas concentrations may present a concern to building occupants at the Site. Therefore, the presence of a former filling station in the southeast portion of the Site presents a REC for the Site. Several residences were historically located at the Site, and residents have noted the presence of demolition debris at the Site. The potential exists that buried materials are present at the Site that could require special management and/or disposal procedures during excavation activities associated with future redevelopment at the Site. Examples of scenarios where special management/disposal procedures would be needed include but may not be limited to the encounter of debris (e.g. asbestoscontaining materials, brick, glass, metal, lumber, ash, slag, cinders) or soils with indications of staining or odors. The potential for buried fill therefore presents a REC for the Site. The following historic RECs were noted as part of this Phase I ESA: � The south adjoining property (1858 E 27th Street and 1901 � 1925 E 26th Street) is associated with three releases (Leak No, 3790, 13972, 17358) that were closed in 1998, 2002, and 2009. Based on its close proximity to the Site in the inferred crossgradient direction and current regulatory status (closed), the listings present a historic recognized environmental condition for the Site. � The east adjoining property was historically occupied by various oil companies, an oil smelting company, a printing company, coal yards, and filing stations. MnDOT and MPCA files indicate that appropriate response actions were undertaken when Hiawatha Avenue and the Hiawatha LRT were constructed on these properties. Therefore, the historic use of the property is considered a historic recognized environmental condition for the Site.

Former Use: The Site is currently owned by the Little Earth Residents Association (LERA), who acquired the Site parcels in 2008. The Site includes two tracts of land. The Site was developed by 1892 with residential property. Residences in the southern portion of the Site were demolished in the 1930s, and remaining Site residences were demolished by the early 1970s. The northern most portion of the Site (2424 Hiawatha Avenue) was occupied by the Carleton Screw Products Company from at least 1930 to 1966. Available information indicates that this portion of the Site was developed during this time with the Carleton Screw Products company.
