The US EPA tasked Tetra Tech to conduct a Phase I ESA of the site under the Superfund Technical Assessment and Response Team (START) contract EP-S5-13-01, Technical Direction Document (TDD) No. S05-0003-1405-018.

Former Use: The Site consists of one three-story building (including a basement), with a concrete block addition on the south end, which is partially collapsed in the southwestern corner. The exact date of construction is unknown. Historical review indicates the building has existed since at least 1893, and interviews indicate the building has existed since approximately the 1870s. An addition to the building occurred between 1913 and 1928. The building was constructed of mason (brick) walls with wooden floors and an asphalt shingle and wooden shingle roof. The building has two floors and a full basement. A section of the southwestern corner of the building has collapsed, leaving the interior of the building exposed to the elements. The building has been used since 1893 as a hardware/furniture store and an opera house. The building has been vacant for approximately 15 to 20 years. The building is currently not in use and is owned by Fulton County. Asbestos containing materials have been identified in the building materials and are exposed to the elements.Results indicated that three asbestos-containing materials are in the building: 9�x9� beige floor tile on the first floor, associated floor tile mastic on the first floor, and black window caulking located around the front (north-facing) windows on the first floor.
