Additional Property Attributes

The US EPA tasked Tetra Tech to conduct a Phase I and II ESA of the site under the Superfund Technical Assessment and Response Team (START) contract EP-S5-13-01, Technical Direction Document (TDD) No. S05-0003-1412-004. Based on the Phase I ESA, the property has historically been vacant and underutilized for at least 114 years. The site has not been occupied by any structures in historical record, and currently consists of a generally level area of grass, with a steep slope to the Cal-Sag Channel near the northern border of the site. The steep slope is stabilized with boulders and rip-rap. The Little Calumet River formerly ran through the site, but has been filled and realigned to the Cal-Sag Channel. The presence of fill material on site from an unknown source is a REC. The property is planned for redevelopment as a community farm to increase local food access, educate youth and community members, and provide recreational opportunities for students at an adjacent elementary school.

Former Use: The property is owned by the Metropolitan Water Reclamation District of Greater Chicago and is leased by the City of Blue Island. The site has been vacant for at least 114 years. The site has not been occupied by any structures based on the historical record. The Little Calumet River formerly ran through the site, but has been filled and realigned to the Cal-Sag Channel. The source of the fill material is unknown and therefore is a REC. A Phase II ESA was conducted in March 2015 to include soil and groundwater sampling. Laboratory analytical results indicated the presence of VOCs, SVOCs, and metals at concentrations exceeding the Title 35 of the Illinois Administrative Code Part 742,Tiered Approach to Corrective Action ives, Tier 1 remediation ives.
