Additional Property Attributes

31-acre lot containing collapsed former manufacturing buildings, office buildings and storage structures south of PR 172. Cidra is considering redevelopment as a public recreational area and park. Includes 5 SWMUs & 15 AOCs. Elevated metals (arsenic, iron, manganese, and hexavalent chromium) were identified above November 2013 residential and/or industrial EPA RSLs for soil due to previous operations. Groundwater is contaminated with PCE, benzene and metals (manganese and iron) exceeding EPA MCLs or RBSLs at select locations. Soil vapor has shown PCE, chloroform and gasoline constituents (benzene, ethylbenzene, xylene) above residential and/or industrial sub-slab vapor screening levels. The PCE source has not been identified; gasoline constituents may be attributed to a leaking UST at an upgradient/adjacent Total Petroleum (formerly Esso). Quantitative soil gas results not provided in the most recent soil investigation report. Historically the property was used as a membrane filter manufacturing facility from 1978 through 2008. Millipore manufactured microporous membranes used for filtration in medical, pharmaceutical, and food industries and in laboratory applications. The facility is no longer in use and has been extensively vandalized leading to buiding collapse. Post Hurricane Maria, the subject property is being used as a temporary disposal site for vegetative debris, white goods, refrigeration units, and unsalvageable materials and trash. The site has been subject to several previous environmental investigations.

Former Use: 1978-2008: Manufactured microporous membranes for medical, pharmaceutical, and food industries and laboratory applications. Generated & stored various hazardous wastes. The site was previously owned by Multiplazas de Puerto Rico, Inc., and is believed to be currently owned by the Municipality of Cidra though property deeds were not provided.
