The US EPA tasked Tetra Tech, Inc. to conduct a Phase II ESA of the site under the Superfund Technical Assessment and Response Team (START) contract EP-S5-13-01, Technical Direction Document (TDD) No. S05-0003-1504-004. The property in question has been a parking lot for about 100 years. Adjacent properties have long histories of heavy industrial use and Superfund activity in the area. The property is used for parking for the adjacent municipal beach.

Former Use: The property has been a parking lot for 100 or more years. The adjacent site to the north was a small engine manufacturing facility (originally Johnson Motors, then Outboard Marine Corporation, followed by Bombardier Recreational Products) that may have used heavy metals, solvents and PCBs. North of the former Johnson Motors facility is the Superfund manufactured coke plant site. Thus, the properties adjacent to the site have a long history of industrial use and Superfund activity in the vicinity. A Phase II environmental site assessment was performed and soil and groundwater samples were collected for laboratory analysis. The investigation indicated that constituents of concern were detected in the groundwater samples at concentrations exceeding the Tier 1 Tiered Approach to Corrective Action ives.
