Please note that the Environmental Professional Certification referenced above only certifies that the grant period ended on September 30, 2019, with additional cleanup activities required. The Cleanup Activity Completion Date listed above reflects only the end date of the EPA Cleanup Grant, per the instructions of the EPA Grant Administrator. Additional cleanup is warranted, as documented in the reports and draft Brownfield Agreement that will be provided to potential purchasers through the City of Knoxville Purchasing Department. As documented in the referenced reports available from the City, the majority of the property is currently paved with concrete/asphalt. Concrete barriers and fencing restrict access to the partially demolished buildings containing asbestos. The City of Knoxville is planning a mixed-use development, which is likely to include the installation of concrete foundations for the buildings that will act as a barrier for areas identified to be a source for vapor intrusion or elevated metals if soil excavation is not conducted. Additional removal of asbestos-containing debris on the western portion of the site will also be required.

Additional Property Attributes

The property encompasses several parcels/addresses along W Jackson, including 401, 420, 501, 505, 509, 512, 517, 519, 523, and 525. All warehouses were torn down after fires in 2007 and 2014. The front shells of the warehouses at 501, 505, 509, 517, 523 and 525 remain because they are supporting a portion of W Jackson Ave. The portion of the site located at 401 W Jackson is currently occupied by a self-service pay-to-park parking lot, two electric car charging stations and a former telecommunications tower. The portion of the site located at 420 and 512 W Jackson is currently a paved, free parking lot.

Former Use: The site is the location of the former McClung Warehouses which included an automobile garage, woodworking shop, blacksmith shed, freight shipping business, railroad freight storage and administrative operations. The site contains approximately 4.5 acres of historically commercial and industrial land. Businesses operated in the warehouses until 2007 when a fire destroyed the warehouses at 501, 505, and 509 W Jackson. In 2014, a second fire destroyed the warehouses at 517, 519, 523, and 525 W Jackson. The portion of the site known as the Option tract, which extends beneath the North Broadway and Oak Avenue overpasses, appears to have been used as a rear access alleyway for the Keener Lighting and Southern Glass buildings.
