The US EPA tasked Tetra Tech, Inc. to conduct a Phase II ESA of the site under the Superfund Technical Assessment and Response Team (START) contract EP-S5-13-01, Technical Direction Document (TDD) No. S05-0003-1603-201. The property is a former industrial property with a 86,587 square foot vacant industrial building on the site. The building was demolished in June 2016 to include asbestos containing material removal. The property is planned to become a part of the Focal Point Community Campus, a 22-acre $600-million mixed-use community development project including retail, wellness, affordable housing, healthcare, education, arts and recreation services customized to meet the needs of the approximately 400,000 residents living in Chicago's southwest side communities. The Focal Point Community Campus has the ability to transform what is currently a health and wellness desert into a financially stable, family-friendly and environmentally responsible health and wellness campus.

Former Use: The property was first developed as an industrial facility between 1938 and 1951 and was occupied by multiple owners; Stepan Chemical Co, Union Carbide Corp/Fiber Bond Corp and the Paper Group until 1999. The site contained two fuel oil underground storage tanks (UST), which were removed in 2004 and a no further remediation letter was issued in 2005 for the leaking USTs. In June 2006, a Focused No Further Remediation letter was issued for volatile organic compounds at the site and includes required engineering controls such as asphalt/concrete, building foundation barriers, an industrial/commercial land use stipulation, construction worker precaution area, and a groundwater use restriction.
