The Phase II found contamination in soil, sediment and groundwater. The soil contamination is currently capped by a concrete slab and uncontaminated soil that exists over the deeper soil contamination on the southwestern portion of the site. If these soils are exposed in the future, it is likely that additional cleanup will be required. A restrictive covenant on the property deed requiring the caps to be maintained and no use of the the groundwater will be required by DHEC An additional TBA Phase II was performed to evaluate GPR anomalies and assess what appeared to be newly found debris piles. No problems were found in this investigation.

Additional Property Attributes

The Anderson University TBA site is located at 821 Williamston Road in Anderson, Anderson County, South Carolina. The site is the location of a former industrial facility and includes 2.51 acres of land occupied by an approximate 28,900 sq ft warehouse, an approximate 840 sq ft mobile home, and an approximate 950 sq ft house. In December 2012, Anderson University purchased their portion of the site with plans to develop an environmental discovery center for the nearby Rocky river Nature Park Project. A community room and outdoor garden are also planned for the property. Former Use: Based on historic aerial photos, the site was developed by 1956 as an industrial facility. Textile machinery was present in the warehouse. The site was also previously occupied by a chemical company however, specific information regarding this operation does not appear to be readily available. According to the Anderson County property record, the history of the property's ownership is as follows: Juno Investors 1976; Cordes Seabrook 2005; Proweave LLC 2006; and Anderson University 2012. March investigation centered on 2 areas behind the warehouse where scrap metal was buried, presumably by the metal fabrication company formerly occupying the site. There is also a debris pile covered with a concrete cap approximately 1' in thickness, which appears to be a former concrete wash out area. No problems were found in this last TBA. It should be noted that the warehouse was severely damaged by fire. It was not safe for this structure to be abated of asbestos, but rather it was demolished as all asbestos containing material. The mobile home and the house were abated. AU contributed an addition $4500 (in addition to its match) for demolition of the mobile home and house. The contaminated soils are covered by a pad or are at depth on the southwestern portion of the site where the top several feet are not contaminated. DHEC will require a restrictive covenant be placed on the deed to the property, concerning the contaminated soils and the groundwater. Please note that the cleanup funding amounts listed were strictly for cleanup, no project management, community involvement, or cleanup planning. All activities utilized the full $200,000 grant plus the full $40,000 match provided by AU.
