The US EPA tasked Tetra Tech, Inc. to conduct a Phase II ESA of the site under the Superfund Technical Assessment and Response Team (START) contract EP-S5-13-01, Technical Direction Document (TDD) No. S05-0003-1607-010. The Shakopee Mdewakanton Sioux Community (SMSC) of Minnesota is requesting assistance to restore the abandoned property to provide cultural, recreational, and educational benefits to the public. The property is near Chief Sakpe's village site of the 1700- 1800's, Tinta Otonwe. Chief Sakpe is the city of Shakopee's namesake, and the Mdewakanton Dakota village established on SMSC's lands to the south was led by his descendent, also named Chief Sakpe. The site could be restored to include educational exhibits of Dakota life along the Minnesota River here, since this history isn't exhibited in the river valley's public spaces. The nearby horse races, Valleyfair Amusement Park, Renaissance Festival, and other attractions could sustain demand for the property's campsites if restored to operation. Restoration of this campsite would provide the only option for camping in Shakopee, thereby adding value to the city's attractions.

Former Use: The site includes the City's abandoned wastewater treatment plant (WWTP)and an abandoned RV park and campground. The portion of the property north of the WWTP building is a mature forest with designated campsites. The Minnesota Valley State Trail runs parallel to the Minnesota River through this portion. Currently, the entrance to this area is adjacent to the WWTP and closed to the public until environmental hazards and impacts have been identified and remediated, and the site restored.
