The US EPA tasked Tetra Tech, Inc. to conduct a Phase II ESA of the site under the Superfund Technical Assessment and Response Team (START) contract EP-S5-13-01, Technical Direction Document (TDD) No. S05-0003-1612-014. The site was a former waste transfer station. Wastes included: plastics, household hazardous wastes, abandoned vehicles, medical waste, disposable diapers, tires, paint, oil and gas. The waste materials were inadvertently spread around the property by natural causes such as weather and wildlife. The site is planned to be developed as green space.

Former Use: The property was transferred to the Grand Portage Indian Reservation and the Grand Portage Band of Lake Superior Chippewa via treaty in September 30, 1854. The site was previously used as a transfer station where recyclables and waste were collected and sorted in preparation for processing or landfilling. Currently, the site contains assorted municipal waste material, including household trash, tires, paint, oil, gasoline, and abandoned vehicles. The waste was initially contained; however, over time, the waste was inadvertently spread over the property by weather and wildlife. In addition, it appears that additional illegal dumping has occurred. Furthermore, a trout stream flows from the eastern property boundary approximately 1.25 miles to Lake Superior. The site is located within the watershed of this stream, which is a principal source of food for the Tribe.
