Additional Property Attributes

Former Use: The site is a tract of 0.756 acres that contains one vacant two-story building with a basement and a second smaller vacant concrete vault building on the northeast side of the main building. Both buildings are currently vacant and unoccupied since 2005. The site is surrounded by residential, commercial, and light industrial properties. The Phase I ESA found no RECS. The following Business Environmental Risks were found: lead-based paint (LBP), asbestos-containing material (ACM), and polychlorinated biphenyls (PCBs) (in grout) due to the age of building construction. Also, a Naturally Occurring Radiological Material (NORM) survey is recommended since the site is located in Zone 2 of the Radon Map. The Phase II ESA revealed that ACM is present in the upstairs drywall system (estimated 1,000 square feet). Lead-based paint was detected in painted ceiling metal (estimated 2,000 square feet), interior light blue wall paint throughout entire building (estimated 60,000 square feet), and blue paint on stairs (estimated 1,000 square feet). Samples collected from the window caulking, window grout, and ceiling paint had concentrations of polychlorinated biphenyls (PCBs) above the NMED screening levels. Mold spores were detected within paint and plaster. Future Use: City Hall
