Additional Property Attributes

The Property is owned by the Sun?aq Tribe of Kodiak and consists of approximately 0.61 acres of land (Parcel number 15904) located at the northwest corner of the Bartel Avenue and Chichenof Street intersection. The Property is zoned for business use. Former Use: he Property is vacant and was observed to have recently been cleared of trees. At the time of the Phase I ESA, the trees were reportedly removed in 1.5 years ago, in January of 2018. Surrounding properties are a mix of vacant, commercial and residential properties. The Sun'aq Tribe has plans to construct a Cultural Center on the property in the near future. The Cultural Center is anticipated to create both new jobs and benefit the entire community by enriching Alutiiq culture. The Phase I ESA conducted for the property identified the following RECs: ? An investigation conducted in 2009 at an adjacent site (110 Bartel Avenue), located north and upgradient of the property, identified DROs, arsenic, and chromium at concentrations greater than the ADEC cleanup levels in fill material; however, the arsenic and chromium concentrations were consistent within the range of natural background levels in Alaskan soil. A decision document issued by ADEC in 2014 stated that no further remedial action is required, however, groundwater was not tested as part of this investigation. Given this site?s upgradient location relative to the property there is potential that impacted groundwater may have affected the property. Additionally, given the proximity of this site to the property there is potential that similar impacted fill material from an unknown source exists on the property. The Limited Phase II ESA included advancing five soil borings and three temporary monitoring wells. The analytical data revealed that a shallow soil sample collected from a boring located on the north property boundary contained DRO at a concentration that exceeded the ADEC soil cleanup level. Additional investigation was recommended to evaluate the lateral extent of DRO in soil at the property.
