A Phase I ESA was performed on behalf of the USEPA and the City of Havana, Illinois. The work was performed under START Contract EP-S5-13-01 TDD No. S05-0003-1907-005. The property was previously used as a manufacturing plant until the late 1990's. The City intends to redevelop the site for a future commercial or industrial enterprise. The redevelopment will create much needed jobs in the community and contribute to the local economy. Former Use: According to the historical record review, the site has been occupied since at least 1887. The site operated on the current parcel of land and the adjoining east and south parcels, which included Havana Press Drill Works, Havana Metal Wheel Company, Prairie Steel, and Prairieland Steel Company. Operations performed at these sites included the processing and/or fabrication of metal products. These sites were occupied by multiple different buildings from between 1887 and 1950. Between August 18, 2000 and September 11, 2000, the structures east and northeast of the current structure were demolished as part of the City of Havana's Brownfield Redevelopment Grant. EPA performed a preliminary site assessment in August 1992 and determined that a Time-Critical Removal Action was warranted. The removal action was performed in 1996 and wastes present in drums, vats, and two cyclones were removed from the site by EPA. In 2001, the Illinois Environmental Protection Agency (IEPA) conducted a site investigation and, based on the findings, waste pits and soil were excavated. Groundwater sampling indicated that shallow groundwater had been impacted by site activities. In 2007, a second Time-Critical Removal Action was completed. A Phase I ESA was completed in 2019 and identified recognized environmental conditions for the property to include: its historical use, historical violations in waste handling and waste management, soil and groundwater contamination identified during previous removal actions and the heavy industrial history of adjacent properties. A Phase II was performed in fall of 2019 and identified lead contamination in soil at concentrations exceeding the hazardous waste criteria. In addition, volatile organic compounds (VOC) were detected in soil and groundwater at concentrations exceeding TACO Tier 1 remediation objectives. Under the START Contract 68HE0519D0005 Task Order Line Item No. F01070001AI0700, TetraTech completed a supplemental investigation in July 2020 to evaluate the extent of the groundwater plume and soil contamination. Groundwater sample analytical results indicate that the plume of VOCs extends off site to the west. Concentrations of the VOCs detected in the groundwater exceed vapor intrusion exposure route remediation objectives. Further assessment for potential vapor intrusion to the residents is recommended.
