Additional Property Attributes

The site is currently owned by the City of Wellston and has operated as McNally Pitt, Refco and Resco. Phase I and II ESAs were performed in 2019. A Supplemental Phase II and hazardous building materials assessment were requested by EPA under the START V contract Task Order 68HE0519D0005, TOLIN F0107_0001BB02.
The Supplemental Phase II ESA indicated that lead was detected in soil at concentrations exceeding the VAP direct contact standard for construction worker scenario and the derived leach-based soil values. Metals were detected at concentrations exceeding the Sediment Reference Values and the Ohio VAP Direct contact Standards for the residential scenario in the sediment in the unnamed creek. Groundwater samples contained volatile organic compounds at concentrations exceeding the unrestricted potable use standards.
The hazardous building materials inspection indicated that asbestos containing materials are present in the building materials.

Former Use: The property includes 12 parcels of land and is occupied by two buildings: one manufacturing building of 119,000 square feet and one office building of 29,000 square feet. The site is surrounded by residential and commercial properties and a flowing tributary of Little Raccoon Creek is south of the site. The office building was formerly a residential property. The manufacturing building portion of the property was originally developed in 1908 and was used as an ironworks facility from 1921 to 1949. McNally-Pittsburg Company occupied the property from after 1949 until 1987, to design and construct coal cleaning and treatment plants and machinery. In 1994, REFCO leased the property from the City of Wellston and used portions of the office building and the manufacturing building to manufacture refractory products for use at molten metal producing industries. REFCO was purchased by RESCO around 2006 and continued similar operations until 2012 when they ceased operations. A portion of the office building was also occupied by Millennium Telemarketing through 2004. Currently the City of Wellston is using the manufacturing building to store large trucks, equipment and road salt. REFCO/RESCO had multiple spills on the property while in operation. REFCO generated approximately 2,000-gallons per day of wastewater during dry mix and precast operations at the property. Pretreatment of this wastewater reportedly consisted of a primary settling tank which overflowed using gravity into a 55-micron cloth filter, secondary settling, and manual pH adjustment by phosphoric acid or potassium hydroxide. In a 2006 inspection by Ohio EPA, water and sediment from the adjacent creek was noted to be white as a result of inadvertent discharge from the wet mixer treatment systems. REFCO subsequently discontinued discharging mixer cleanup water and disposed of it within a secondary treatment system connected to a sanitary sewer. The Phase I identified two recognized environmental concerns: trench drains in the manufacturing building with one discharging to the storm sewer and the industrial history of the site to include on-site spills of chromium oxide and phosphoric acid. A diesel aboveground storage tank (AST)was present at the site. Ohio EPA assigned 4 identified areas (IA) at the site: 1) trench drains and wastewater collection area; 2) loading dock/storage; 3) former lab/diesel AST; and 4) gravel parking lot/laydown area.
