Under the Superfund Technical Assessment and Response Team (START) Contract No. 68HE0519D0005 Task Order Line Item No. F01070001BD106, Tetra Tech completed a Phase I and II Environmental Site Assessment (ESA) and a hazardous building materials survey. in addition, a Phase I ESA Update was prepared. The property was previously used as a grain elevator and feed mill until 2008. The Village of Covington, Ohio plans to redevelop the property as a parking lot for an adjacent park area that is under development.

The Phase I ESA identified the following RECS: an underground storage tank (UST) for gasoline storage was formerly at the property, railroad tracks and a rail spur were present on the property, and drums of fungicide were observed at the site during the site reconnaissance. Based on the RECs identified, a Phase II ESA and a hazardous building materials survey were warranted. An Ohio-VAP Compliant Phase II Property Assessment was completed and included drilling soil borings and installation of monitoring wells. The findings of the Phase II indicated that no concentrations of contaminants exceed the Ohio Voluntary Action criteria. Thus, no cleanup of soil or groundwater is required for industrial or commercial development. in addition, based on the low levels of contaminants found at the site, vapor intrusion is not a concern. Lead-based paint was not found at levels exceeding criteria. No friable asbestos was detected. Non-friable asbestos was detected in caulking, floor tile and linoleum and siding. These materials are recommended for removal by a certified contractor.
