The United States Environmental Protection Agency (U.S. EPA) tasked Sustainment and Restoration Services LLC (SRS), the Superfund Technical Assessment and Response Team (START) contractor, to provide Brownfields support to the City of Rockford, Illinois, primarily for the Southwest Rockford area, to identify community driven needs and goals, combing Brownfields redevelopment and community revitalization tools into a single approach to benefit area residents. The address of the approximate center of the study area is 1421 West Street, Rockford, IL (42.25782 Latitude and -89.10769 Longitude). Vita Nuova, LLC, under subcontract to SRS, performed these activities and submitted a draft and final report to U.S. EPA. The following is an executive summary of completed activities for the project: The Southwest Rockford neighborhoods are negatively impacted by historically substandard housing, a lack of investment in the community and economic opportunities in the area. EPA technical assistance was provided in two-phases: Phase 1, as detailed below, provided the findings that will help the City of Rockford move forward with additional brownfields revitalization activities and will help identify programs and initiatives that would positively impact neighborhood health over time. Phase 2 of the EPA technical assistance focused on identifying a full range of investments, tools and approaches which have been utilized successfully in similar neighborhoods to help move community toward revitalization. Phase 1 of this project created a revitalization strategy for the neighborhood through assistance from USEPA's Office of Brownfields and Land Revitalization. It attempted to dig deep into the life of the neighborhood through a series of in-depth stakeholder interviews which were used to identify and conceive physical, programmatic, and other interventions to improve life for the residents of Southwest Rockford. Coincident with and building upon the stakeholder interviews was a Health Impact Assessment carried out by EPA's Office of Research and Development. Their analysis was integrated into the overall approach and outcomes of the funding charrette. Phase II activities involved Funding Charrette which sought to match neighborhood revitalization strategies with funding possibilities. The neighborhood revitalization strategies were identified based on stakeholder interviews about life in the neighborhood, physical planning and market research. The results can serve as a roadmap for future efforts and implementation strategies. To that end, an effort was begun to identify resources to support ongoing efforts and build capacity in the neighborhood. While in its infancy, the makings of a public private partnership have begun to form and will help carry this project forward. Key to that capacity will be boots on the ground doing the hard work in following up on the funding sources identified and submitting the required information and grant applications and other paperwork necessary to obtain the funding identified.
