Additional Property Attributes

On behalf of USEPA and the City of Rockford, Illinois, a Phase I ESA was prepared for 5 separate properties in June 2018. A Phase I ESA update was prepared for 3 of these properties in April 2019. The work was performed under the START contract EP-S5-12-01 Technical Direction Document 0003-S05-0003-1803-002. The cost of the TBA work was $5,481. The focus sites are within the second phase of the W. State Street Corridor Improvement Program. The corridor improvements are being made by the Illinois Department of Transportation and the City of Rockford. The focus sites are required to assemble critical mass for roadway improvements, greenspace creation, and future development. Some of the properties will become part of the public right-of-way, which includes an adjacent pathway system. Other properties will be a combination of public right-of-way and buildable lots to support new commercial business. New developments are needed to replace those relocated by the corridor improvements and to allow for provision of essential neighborhood services. The W. State Street property addresses for the W. State Street Corridor Phase 2 include: 2501 West State Street; 2500-2504 West State Street; 112 S. Henrietta (2520 West State Street); 2523 West State Street; 2702-2704 West State Street (including 1xx Day Avenue) and 2704 West State Street. The Phase I ESA was updated for the following properties in 2019: 2500 - 2504, 2501, and 2520 W. State Street and 112 S. Henrietta Avenue. The Phase I ESAs identified potential presence of underground storage tanks, asbestos containing materials, and potential hazardous chemical use on some of the properties.

The vacant lot is located in close proximity to several former filling stations to the south, southeast, and southwest. A funeral home was noted immediately east and a former elementary school with a UST to the north. These were all considered off-site RECs to the property. The Phase I allowed to City to purchase the property as a bona fide prospective purchaser in April 2019. The single home was demolished in late 2019 to clear the land for forthcoming development.
