Additional Property Attributes

The subject property was used by the U.S. Army as the Punta Borinquen U.S. Army Reserve Site until 1976. After the base was deactivated, the subject property was reportedly transferred to the GSA. In 1989, the GSA assigned the subject property to the Department of Health and Human Services to be utilized for health purposes in accordance with the provisions of the Federal Property and Administrative Services Act of 1949. The municipality in 1990 requested to utilize and administer the property for public health purposes. In 1992, the GSA notified the Department of Health and Human Services that no objection would be interposed on the use of the property by the Municipality. In 1992, the Department of Health and Human Services issued a quitclaim deed to the municipality. The quitclaim deed contained a 30-year property use restriction (for human health purposes only) as well as other restrictions. Rescate Playas Borinquen Corp. intennds to use the property for for passive recreational purposes focusing on environmental awareness and protection. The subject property structures have been abandoned since the mid-1990s. Rescate Punta Borinquen has done some cleaning of the interior of the buildings and have also artistically painted Building Number 2. All of the buildings, except Building Number 5, have no doors or windows and are therefore accessible to trespassers. They have been vandalized and are reportedly being used for prostitution.
