Additional Property Attributes

The Bisconti Property is a retail commercial structure that has been vacant for more than 20 years.
Land usage prior to the 1950 construction of the retail building was residential. The building was utilized as a J.C. Penney retail store, until closure are 2000. The City of Raton is the prospective purchaser and will likely demo the building and develop a community activity or recreation area to help revitalize the downtown.

January 2023 (EPA Funded TBA Phase I ESA):
The Subject Property contains a commercial building, bound by commercial properties (east, south) and vacant city-owned properties (north), and a church (west) and the property is accessed from South Second Street. The general area is a historic commercial district; many of the commercial properties are vacant due to a population downturn following past boom and bust mineral resource industries in the area. The property consists of a 0.16-acre parcel and contains a 5,600 square-foot commercial building. It is encompassed by a 5,600 square-foot, commercial building which was established around 1950. The building contains a mezzanine and full basement (which interviews indicate commonly floods). The building is vacant, dilapidated and was historically occupied by a retail department store.

The Phase I ESA found the following RECs:
REC#1 - Historic Subject Property Elevator and Boiler Systems - The 1959 Sanborn Map indicates the presence of a historic elevator bank (potential past use/storage of hydraulic oils) within the commercial structure at the Subject Property (228 S 2nd Street). Since any impacts to soil/groundwater are currently unknown, the potential past use of hydraulic oils is considered a REC in connection to the Subject Property. During the site reconnaissance, a vent line and fill port were observed along the northern wall of the building near the northwest corner. The Subject Property mechanical room is located in the northwest corner of the basement; inspection of the mechanical room did not show signs of piping penetration associated with the exterior vent line and fill port. However, this area currently supports a new natural gas boiler system and has a chimney that may have supported an historic boiler (potential use/storage of fuel oil). No other information regarding potential historic USTs or boiler systems was located. Due to the possibility of fuel oil use/storage and lack of additional information, the unknown vent, port, and historic boiler system is considered a REC.

REC#2 - Historic Property Uses of Adjoining and Surrounding Properties - Significant historic adjoining and surrounding property uses were identified within a 600-foot radius of the Subject Property including laundry/cleaning services, mortuary services, auto services, historic boilers and elevators, and railroad services. These historic facilities operated prior to regulatory oversight and may have contributed to past releases associated with the use and storage of hazardous materials and petroleum products. Since any impacts to soil/ groundwater are currently unknown, the historic property uses of the adjoining and surrounding properties are considered a REC and potential VEC in connection to the Subject Property.

Due to the age of the Subject Property structure (est. prior to 1978), asbestos containing building materials and lead-based paints are likely/potentially present on the interior and exterior of the Subject Property structures. In addition, the interior of the Subject Property building contains a large number of fluorescent lights and ballasts; based on the age of the structure (est. prior to 1978), the ballasts may contain PCBs. No releases were observed in connection to the ballasts or bulbs; therefore, this is not a REC. Average radon levels in the county exceed USEPA's recommended levels.

No other RECs, and no HRECs, CRECs, VECs, de minimis conditions or significant data gaps were identified in connection to the Subject Propert
