Additional Property Attributes

The site is owned by the Christian Activity Center and was formerly the East St. Louis Public Library until the library relocated in 2000. The site is planned to be redeveloped as a community-based center, introducing S.T.E.A.M. Curriculum education programming and increasing arts and cultural exposure to the community's youth, grades 3 through 12. The property includes an old building that may contain hazardous building materials, such as asbestos and lead-based paint. Soil in the site vicinity has been identified to contain contamination from other sites. Thus, the Phase II ESA will be performed to identify if there are contaminants of concern in the site soil and groundwater and to assess the building materials for hazardous constituents.
Under EPA Superfund Technical Assessment and Response Team contract No. 68HE0519D0005, Task Order-Task Order Line Item No. (TO-TOLIN) F0107-0001CK104, EPA tasked Tetra Tech, Inc. to conduct the Phase II ESA and hazardous building materials survey at the site. Four soil borings were advanced at the site and sampled for volatile organic compounds, semivolatile organic compounds, polychlorinated biphenyls, Resource Conservation and Recovery Act metals and pH. Four temporary monitoring wells were installed at the site, however they did not collect sufficient groundwater for sampling. A hazardous building material ssurvey was completed to inspect for the presence of potential asbestos containing materials (ACM), lead-based paint (LBP) and universal wastes. A supplemental Phase II ESA was completed to delineate the extent of lead detected in the soil at the site. The findings of the Phase II ESA and Supplemental Phase II ESA indicated that ACM, LBP and universal wastes were present in the building materials at the site. Soil sample laboratory analytical results indicated that lead is present in the soil at the site at concentrations exceeding residential and construction worker exposure route remediation objectives. In addition, mercury was detected at concentrations exceeding construction worker exposure route remediation objectives. Thus, the presence of ACM, LBP, universal wastes, lead and mercury in soil should be addressed.
