Additional Property Attributes

The property serves two public schools: Admiral Arthur W. Radford High School and Makalapa Elementary School. The west sides of both school campuses lie within the Makalapa Crater, where a military salvage yard, associated with the nearby Joint Base Pearl Harbor-Hickam, and solid waste landfill operated until 1957. The schools opened after military operations ended. Property owners include the City and County of Honolulu and Hawai'i Department of Land and Natural Resources. The Hawai?i State Department of Education would like to make major renovations, conduct routine repairs, perform maintenance and create new construction to support the needs of both schools.

Recommendations from a Phase II Munitions and Explosives of Concern (MEC) Digital Geophysical Mapping (DGM) Survey performed in 2022 suggest an Unexploded Ordnance (UXO) team should perform a reacquisition, intrusive investigation, removal of the target anomalies and UXO detector-aided surveys of any excavation from identified heavy anomaly areas, prior to excavation. This will evaluate the nature of the target anomalies detected at the Site and to prepare the Site for future construction. In addition, portions of the property within the former Makalapa Crater and railroad boundary not covered in this study should be evaluated for MEC before any future ground-breaking construction activity. If MEC or Material potentially presenting an explosive hazard (MPPEH) is discovered at the Site during any future construction activities, workers should contract the United States Army Corps of Engineers (USACE) Formerly Used Defense Site (FUDS) Program Manager and follow "The Three Rs of explosives safety:"

*RECOGNIZE when you may have come across a munitions, and that munitions are dangerous.
*RETREAT, do not approach, touch, move, or disturb it, but carefully leave the area.
*REPORT, call 911 and advise the police what you saw and where you saw it. Local law enforcement will arrange for Department of Defense Explosive Ordnance Disposal or police bomb squad personnel to destroy it (see https://www.denix.osd.mil/uxo/).
