U.S. EPA tasked START under contract 68-HE-0519-D0005, Task Order Line Item No. F0107-0001DA103 to support the City of Chicago, Department of Assets, Information and Services (AIS) with a Targeted Brownfields Assessment. The City of Chicago, AIS has identified this property as part of the INVEST South/West corridor, part of an environmental justice community. The environmental assessment findings will be used to determine how to proceed in the redevelopment of the property. During a records review, AIS identified historical uses of the Site: Sanborn map: Private garage and commercial building. City Directory: Liverly services, Kinder LT Plastics Inc, Upholsterer. A review of adjacent and off-site properties within 250 feet identified the following: West Adjacent: Sanborn maps depict a dry cleaner, EDR lists two underground storage tanks (USTs) of fuel oil and unknown contents. East Adjacent: Sanborn maps depict an auto repair facility. Southeast: 195 feet southeast, EDR listing multiple USTs of varying contents, including benzene, naphthalene, alcohol, and heating oil. Leaking USTs (LUSTs) incidents have been reported at this site. West: 200 feet west, EDR lists multiple used oil, gasoline, heating oil USTs. One LUST incident in 2005 with a No Further Remediation (NFR) letter issued. The investigation included soil and groundwater sampling. VOCs, PAHs and metals were present in the soil and groundwater at concentrations exceeding the remediation objectives.
