Additional Property Attributes

The subject property is a single-story building, bound by a Strip Mall (north) and residential properties (east, south, and west). The property is accessed from East Hill Avenue via South Ford Drive. The general area consists of public, commercial and residential properties. It consists of approximately 1.4922 acres and contains a 13,933 square-foot single-story commercial building. Other site improvements include a parking area on the northern portion with chain-link fencing along the perimeter, and landscaping of grass, gravel, and trees. The subject site has access from a curb cut along the south side of Hill Avenue. The property is currently a vacant school/administration building.

The Phase I ESA found the following: Due to the age of the Subject Property structure (est. prior to 1978), asbestos containing building materials and lead-based paints are likely/potentially present on the interior and exterior of the Subject Property structures. In addition, the interior of the Subject Property building contains a large number of fluorescent lights and ballasts; based on the age of the structure (est. prior to 1978), the ballasts may contain PCBs. No releases were observed in connection to the ballasts or bulbs; therefore, this is not a REC. However, the structure is planned for renovation; therefore, appropriate methods and actions pertaining to applicable regulations should be administered prior to any disturbance of these materials; ballasts and bulbs should be disposed/recycled in accordance with USEPA Guidelines. Average radon levels in the county exceed USEPA's recommended levels.

This assessment has revealed no RECs, HRECs, CRECs, VECs, de minimis conditions or significant data gaps in connection with the Subject Property. The Consultants recommend additional evaluation be conducted at the subject property prior to redevelopment to quantify any environmental risks that may be associated with potential asbestos, lead-based paint, radon, PCB-containing fluorescent lights, etc. identified as Non-Scope Considerations at the property. Appropriate methods and actions pertaining to applicable regulations should be administered prior to any disturbance of these abandoned and suspect materials which will require specialized surveys and/or disposals.
