Additional Property Attributes

The Subject Property is an unoccupied health care services center, bound by residential properties (north and east) and vacant properties (south and west). It consists of a 40-acre lot and contains two commercial structures and excess/undeveloped land. The property is currently unoccupied; Rehoboth McKinley Christian Healthcare Services East Facility (RMCHCS East Facility) vacated the property in June 2021. The main Subject Property structure, 650 Vanden Bosch Dr., is a 33,544 square foot medical services building and contains by paved parking (east, north, and west sides) and an outdoor recreation area (south side). The main building includes a 16,325 square foot unfinished basement. A smaller, secondary medical services building (+/- 7,249 square feet), identified as 640 Vanden Bosch Dr., is located on the northern side of the property, and contains a small, paved parking lot. The remainder of the property in unpaved/earthen. According to interviews with representatives of the current owner, the small frame area and the small round wood building behind the wooden fence is a Hogan and sweat lodge previously used by the local Navajo Tribe. These structures are not likely to be associated with hazardous/petroleum products and are not expected to be connected to a REC.

The Phase I ESA found the following: A de minimis interior spill was observed in a mechanical/storage area in the basement and appeared to be associated with stored cleaning chemicals/bleach. The staining does not appear to have reached the floor drain or to be associated with a larger release of hazardous or petroleum products, and is not considered a REC. Furniture, medical and utility equipment, e-waste (TVs and computers) and white waste (washers, dryers, kitchen equipment, and commercial coolers) have been left within the buildings. Small (un-regulated) quantities of hazardous substances were observed at the time of the site reconnaissance in connection with general facility maintenance at the Subject Property, including medical/biohazardous wastes, medical and cleaning chemicals, gasoline canisters for lawn/small equipment, paints, compressed gas cylinders, etc. A 55-gallon drum containing an oily substance is present in the smaller building. No evidence of RECs was observed in connection to these materials or equipment. However, these abandoned materials should be disposed/ recycled in accordance with the manufacturers' specifications.

Due to the age of the Subject Property structure (est. prior to 1978), asbestos containing building materials and lead-based paints are likely/potentially present on the interior and exterior of the Subject Property structures. Average radon levels in the county exceed USEPA's recommended levels.

This assessment has revealed no RECs, HRECs, CRECs, VECs or significant data gaps in connection with the Subject Property. The Consultants recommend additional evaluation be conducted at the subject property prior to redevelopment to quantify any environmental risks that may be associated with potential asbestos, lead-based paint, radon, hazardous materials, e-waste, white waste, medical waste, etc. identified as Non-Scope Considerations at the property. Appropriate methods and actions pertaining to applicable regulations should be administered prior to any disturbance of these abandoned and suspect materials which will require specialized surveys and/or disposals.
