Additional Property Attributes

The Subject Property contains a six-story commercial building and rear parking lot, bound by commercial properties (north, east, and west) and vacant city-owned properties (south). The general area is a historic commercial district; many of the commercial properties are vacant due to a population downturn following past boom and bust mineral resource industries in the area. The property consists of three parcels totaling 0.54-acre in size and contains a 48,750 square foot commercial building and rear parking lot. The first floor of the subject property is an operational commercial bank branch, "IN Bank", while the top five floors of the property are vacant and have been gutted in preparation for interior renovation. The rear parking lot is used by the bank employees and patrons.

The Phase I ESA found the following RECs:
REC#1 - Historic Boiler and Elevator Systems at the Subject Property - Historic Sanborn maps of the Subject Property Hotel (dated 1929-1959) indicate the presence of a historic steam boiler with an unknown fuel source (potential past use/storage of fuel oils or coal), and a historic elevator bank (potential past use/storage of hydraulic oils). According to NMED Records, the Subject Property is listed as an inactive Underground Storage Tank (UST) Facility (ID: 29864) and removed three USTs in the past. There are no closure documents or other information available; however, the Subject Property is not listed in NMED's database of confirmed release sites (indicates no releases were found at the time of the closure). The previous size/contents of the USTs are not listed, but it is likely they were associated with the historic utilities observed in the Sanborn Maps. Since any impacts to soil/groundwater are currently unknown, the potential past use of fuel oils, hydraulic oils, and/or coal is considered a REC in connection to the Subject Property.

REC#2 - Potentially Radioactive Firebrick at the Subject Property - The basement has a bricked chimney and a furnace that supports or previously supported the heating/boiler for the building. There was a separate fireplace located on the second floor in the conference room. Fireplace brick potentially contains high concentrations of Technologically Enhanced Naturally Occurring Radioactive Material (TENORM), which can be hazardous to human health and the environment and is considered a REC.

REC#3 - Historic Property Uses of Adjoining and Surrounding Properties - Significant historic adjoining and surrounding property uses were identified within a 600-foot radius of the Subject Property including laundry/cleaning services, mortuary services, auto services and railroad services (detailed in Section 7.1). These historic facilities operated prior to regulatory oversight and may have contributed to past releases associated with the use and storage of hazardous materials and petroleum products. Since any impacts to soil/groundwater are currently unknown, the historic property uses of the adjoining and surrounding properties are considered a REC and potential VEC in connection to the Subject Property.

Due to the age of the Subject Property structure (est. prior to 1978), asbestos containing building materials and lead-based paints are likely/potentially present on the interior and exterior of the Subject Property structures. Painted surfaces and suspect materials were observed within the structures during the site reconnaissance. No significant exterior releases of asbestos containing building materials or painted materials were observed; therefore, this is not a REC. However, the structure is planned for renovation; therefore, appropriate methods and actions pertaining to applicable regulations should be administered prior to any disturbance of these materials. Average radon levels in the county exceed USEPA's recommended levels.
