Additional Property Attributes

The Subject Property is a commercial building, bound by residential properties (south and west) and additional city-owned properties (north and east). The general area consists of public, commercial and residential properties. The property consists of a 0.08-acre parcel and contains a 6,384 square foot building, which was previously a school. The remainder of the property is unpaved/earthen parking and landscaped areas. The property is currently unoccupied.

The Phase I ESA found the following: Due to the age of the Subject Property structure (est. prior to 1978), asbestos containing building materials and lead-based paints are likely/potentially present on the interior and exterior of the Subject Property structures. Painted surfaces and suspect materials were observed within the structures during the site reconnaissance. No significant exterior releases of asbestos containing building materials or painted materials were observed; therefore, this is not a REC. However, the structure is planned for renovation; therefore, appropriate methods and actions pertaining to applicable regulations should be administered prior to any disturbance of these materials.

An unconfirmed water well was identified in the basement of the structure within a concrete box. No records or additional information were available regarding the presumed water well. The well was closed within the box, restricting access. No evidence of staining or hazardous materials storage near the presumed well was observed; and no historical operations likely resulted in the use of hazardous or petroleum products; therefore, the potential well is not a REC. However, the presence of the well is considered a Non-Scope Consideration and should be confirmed and closed/removed in accordance with regulations.

No other RECs, and no HRECs, CRECs, VECs, de minimis conditions or significant data gaps were identified in connection to the Subject Property. The Consultants recommend additional evaluation be conducted at the subject property prior to redevelopment to quantify any environmental risks identified that may be associated with potential asbestos, lead-based paint, etc. identified as Non-Scope Considerations at the property. Appropriate methods and actions pertaining to applicable regulations should be administered prior to any disturbance of these abandoned and suspect materials which will require specialized surveys and/or disposals.
