Additional Property Attributes

The approximately 6.3-acre property is comprised of one parcel and located on 5990 Monroe Avenue in Kinloch, St. Louis County, Missouri. The property includes two abandoned, dilapidated structures historically used as school buildings (former John F. Kennedy Junior High School and former Kinloch High School and the south addition to the former Kinloch High School) and the Kinloch City Hall (until 2012). The property had hosted an illegal (non-licensed) dump and recycling facility, which is no longer in operation. According to the St. Louis County Assessor, the City of Kinloch owns the property. A Phase I Environmental Site Assessment (ESA) was performed on the property in November 2023 and identified recognized environmental conditions (RECs) and vapor encroachment conditions (VECs) regarding the presence of an illegal (non-licensed) dump covering the majority of the property, former use of the property as a towing and vehicle repair facility, and the presence of multiple former and current commercial and industrial properties adjacent to the property. Business environmental concerns were identified regarding the possible present of asbestos-containing materials and lead-based paint in the existing structures and extensive debris located at the property. In addition, two significant data gaps were noted in the Phase I ESA report regarding the extensive debris at the property inhibiting the ability to characterize all on-site materials or access the dilapidated on-site structures. Recommendations to address RECs and VECs include on-site soil, soil-gas, and groundwater sampling; clearing of debris to access soil; and a survey hazardous building materials.
