Additional Property Attributes

The Port of Arlington Environmental Sentry Corporation (PAESC), a 501(c)3 non-profit organization, acquired 51.91 acres of the former Condon Radar Station site (Property) located at Township 4 South, Range 20 East, Section 10; Tax lots 400 (45.39 acres) and 200 (6.52 acres) in Gilliam County in November 2011. The property is zoned general industrial and represents the largest piece of industrial property in or near the town of Condon. The only other large parcels of industrial property in the County are 40 miles north near the town of Arlington. PAESC plans to clean up the site for redevelopment as an industrial business park. The former Condon Radar Station Site is a Formerly Used Defense Site (FUDS). In 1998, under the Defense Environmental Restoration Program � Formerly Used Defense Site (DERP-FUDS) program, a 10,000 gallon underground storage tank (UST) utilized for the power building, a pole-mounted transformer containing polychlorinated biphenyls (PCBs) and a boiler room that contained drums of solid materials were removed from the property. However, approximately 23 military constructed buildings remain standing on the property � most of the buildings are vacant and in various stages of disrepair. An unused steam heating plant, which houses three boilers, is centrally located on the property and steam was historically distributed to all of the buildings through a network of aboveground pipes. Most of the steam pipes � an estimated 7,500 linear feet which are wrapped in friable asbestos-containing material (ACM) insulation � remain on the property. Cleanup of open accumulations of friable exterior ACM is the focus of this cleanup project. Petroleum contaminated soils were addressed utilizing matching state cleanup financing. This cleanup project resulted in the following: - Removal of approximately 5,800 lf of exposed exterior ACM insulation; -Removal of approximately 3,700 lf of exposed interior ACM pipe insulation; -Removal of approximately 1,625 sf of exposed interior duct ACM insulation; -Removal of approximately 540 sf of exposed boiler ACM insulation; -Removal of interior and exterior ACM from Building #4 (former dining hall) to allow for complete building demolition - included interior and exterior transite panels, pipe insulation, floor tiles, roof trim and mastic; -Removal of approximately 50 cf of exposed exterior ACM in piles scattered around property; -Removal of 22.46 tons of PHC contaminated soils.

Former Use: Historical data and interviews indicate that the site was acquired between 1950 and 1960 for the Condon Air Force Station. The site was used by the Air Force, Air Defense Command for an aircraft control and warning station. The lands and improvements were reported excess in 1970 and the land was sold to private individuals. In 1987 Gilliam County foreclosed on the property. The property is currently owned by three private individuals.
