Former Use: Katelman Foundry located its operations along the railroad tracks within the 2nd Avenue and South 11th Street area in 1925. The business initially manufactured farm implement products but later converted to producing casings for hand grenades and other essential war items during World War II. The company closed its foundry in the early 1970s and focused its efforts solely on fabricating structural, reinforcing, and other miscellaneous steel until its closure. Katelman Foundry was one of the oldest continually operating businesses in the community when it filed for Chapter 11 bankruptcy in 2005. A combination of changing economic conditions and a lack of reinvestment in the property caused the business to become uncompetitive in the Council Bluffs, IA-Omaha, NE market. Skold Construction Services Inc. purchased Katelman Foundry, changed the name to Katelman Steel Fabrication Inc., and relocated it to a newer facility approximately 1-mile to the west. This abrupt closing left numerous underused buildings scattered across seven properties in the midst of an established residential neighborhood. Currently, the site consists of vacant lots since all structures, with the exception of the footings and concrete slabs, were removed in November 2006 prior to acquisition of the properties by the Community Housing Investment Corporation CHIC. CHIC is a nonprofit organization that provides affordable housing opportunities within the community. The organization purchased the properties in 2006 for 350,000 with the intent of constructing new homes targeted towards low-income residents. However, CHIC did not have the financial resources available to address several concerns relating to geotechnical and environmental assessments completed by CHIC. The City of Council Bluffs acquired the Former Katelman Foundry site in June 2010 and is applying for an EPA Brownfields Cleanup Grant to address the identified contaminants.
