Additional Property Attributes

The BTA was conducted for the Union State Bank of Everest with City support to attract a commercial buyer and create jobs within the City. A Company had planned to reuse the site however, during the planning stages, geotechnical borings indicated the presence of hydrocarbon contamination. The City has a great desire to have this property reused for commercial purposes due to its prime location within the City at the intersections of two main highways. Results of the phase II indicated petroleum and chlorinated hydrocarbon impacts in the soil, and petroleum hydrocarbon impacts in the groundwater. Based on information collected during the Phase II it is recommended that the aromatic hydrocarbon impacts be referred to the KDHE Underground Storage Tanks Program for further assessment and/or remediation. The Brownfields Program will perform a Phase III suplemental sampling event to further define the halogenated hydrocarbon impacts detected in the soil. Recognized environmental conditions RECs associated with the BTA Property were identified as the following: the historic use of the property as a filling station and battery/radiator repair shop with a vehicle lift and the potential for petroleum impacts from a filling station immediately south of the property and historic sandblasting activities associated with flaking lead based paint from the upgradient water tower. Based on information collected during the Phase I report, it appears that the All Appropriate Inquiry AAI was obtained with no significant data gaps. It is recommended that Phase II activities be conducted at the Property due to the identified RECs.
