Additional Property Attributes

Former Use: The subject property is owned by the City of Gallup. McKinley County requested a Phase I ESA on this property, due to a proposed land swap of this property and its facilities from the City of Gallup to McKinley County. This Land swap will be traded as matching funding for the construction of a new Regional Judicial Complex and the City�s portion for the Municipal Court. The subject property legal limits are unknown, and therefore, the Phase I ESA area is defined as the parcel of land bound to the north by Boyd Avenue, to the west by Boardman Drive, to the east by the property fence line and to the south by the property fence line. According to available historical data, including aerial photographs and interviews with persons familiar with the site�s history, the subject property has been used for municipal court and police services since its development in the early to mid 1970s. The parcel of land is approximately 6 acres. Development within the local area began in the early to late 1950s and has progressed at a relatively slow rate to the present. The Na�nzinhoozhi Center, Inc., residential, commercial, and government structures are located to the north and east of the subject property. The Gallup School Bus Terminal is the adjoining property south of the subject property. West of the subject property is Boardman Drive followed by the Catalpa Wash. The subject property�s surface water runoff drains west to the Catalpa Wash which is a tributary to the Puerco River. The City of Gallup Police Department moved into a Regional Law Enforcement Center, but broke lease with the County to move back into this facility. The property is currently being used as the Gallup Police Department headquarters. Once this occurred the City of Gallup did not want to pursue a Phase II assessment, so it is still unknown if cleanup is necessary. A land swap between the County and City never materialized as originally planned.
