Additional Property Attributes

Based on the data summarized above, only arsenic, lead, and Benzene were detected in exceedance of the IDEM Generic Residential and/or IDCL Criteria. Arsenic and lead concentrations observed in surface soil could be considered within the range of normal for background soils in the area of Marion County, Indiana. Benzene was detected at an estimated concentration of 62.4 ppm at a depth of 20 ft bgs which exceeds the IDEM Generic Residential Criteria but does not exceed IDEM�s IDCL Criteria. Furthermore, at that depth and based on the fact that potable water is provided by the City, it does not pose a threat to human health or the environment and was not observed in any of the groundwater samples collected which indicates it is not likely migrating into groundwater or off-Site. VOCs and TPH GRO were not detected in any of the groundwater samples collected in exceedance of IDEM�s Default Residential or IDCL Criteria for groundwater. Based on this information, it does not appear that the USTs, if still present on the Site, represent a current or continual source of contamination for the Site. In general, all future property owners and planned uses should comply with the regulations and guidance provided by IDEM to protect both human health and the environment. In addition, the future Site owners may want to consider the following: � Excavation or work that could result in contact with surface and subsurface soils at the Site may expose workers to Benzene, lead, and arsenic contamination above acceptable levels. Proper PPE or other controls should be utilized to prevent worker exposure. � Since USTs or associated piping may be present based on the observation of large anomalies by the GPR/EM contractor, exploratory test pits may be considered for completion to identify the location and condition of any tanks or piping identified, especially if the Site owner intends to do any construction involving excavation at the Site. If any piping or USTs are uncovered, they should be removed and properly disposed of prior to filling in the excavation.

Former Use: The Site is located at 3701 East 25th Street, Indianapolis, Marion County, Indiana Figure 2. The Site is a 0.32 acre rectangular parcel located at the southeast corner of Station Street and East 25th Street in Indianapolis Indiana. It is bordered to the north by a Family Dollar Store across East 25th Street, to the south by a small vacant rectangular parcel with a small wooden structure that could be a shed or garage, and to the east by an alley way, large billboard, and Liquor Store. A wooden fence falling down in some areas and several large trees are located along the southern boundary of the Site. The Site is currently vacant, graded smooth with dirt and gravel no grass and zoned Commercial Industrial. The property is the site of a former gas station however, all buildings formerly present on-site have been demolished and removed. The building that occupied the Site was demolished by the City during the Spring of 2010. The building was one story and approximately 1,500 square feet in size with a concrete floor and it appeared to be block construction. The building was surrounded by a paved parking area and a 6 foot high 9-gauge chain link fence. The building was once a service/gasoline station however it had been vacant and tax delinquent for some time prior to demolition. The Site is currently owned by the City, and was acquired through tax delinquency. The most recent owner on record prior to the City was Peedy Wheatstraw. The Site has a history of being a service and filling station since 1949.
