Additional Property Attributes

In northwestern Vermont, the severe housing shortage has become a limiting factor on economic growth. As a result, our brownfield efforts are focusing on creation and maintenance of housing opportunities. The prospective developer of this historic property intends to develop single and multi-family housing units if the property can be cleared of suspected contamination or if any actual contamination can be cleaned up to acceptable standards. The property borders the Vermont Designated Downtown area of St. Albans City, and property redevelopment will support the downtown economy. (PPF- Leader Evaporator, 1/15/05) Housing Vermont purchased the property in April 2006. Funding has been secured through the Community Development Block Grant program to support remediation of lead and asbestos issues. Redevelopment activities are anticipated to begin in September 2006. (PPF attached to QR 11, 4/1/06-6/30/06) Brownfields cleanup funding secured from the Vermont Department of Housing and Community Affairs. Redevelopment activities are anticipated to begin in November 2006. (PPF attached to QR 12, 7/1/06-9/30/06) Redevelopment activities were completed in early February 2008 at a cost of $6.7 million. The project renovated the historic budling into 27 apartments, including 24 affordable units. The units are fully leased and occupied. Former Use: Since 1884, uses have included woodworking, fuel storage and sales, clothing manufacturing, maple syrup packaging, and maple equipment manufacturing. Following the assessments funded by Leader Evaporator and the NRPC's EPA Brownfields grants, a cleanup effort began, funded by a Community Development Block Grant awarded to the City of St. Albans. The assessments demonstrated that the contamination issues predated Leader Evaporator, and that the soil and groundwater had indeed been compromised by the site's above-ground oil storage tanks. The site's buildings, meanwhile, were found to have asbestos and lead paint contamination. The property's soils were contaminated with lead, PAHs, and petroleum products, which were excavated and capped; the lead-based paint and asbestos were removed; and petroleum contaminants in groundwater were naturally attenuated to safe levels. The site's heating oil concrete vault was drained, cleaned, and sealed, and mold was removed from tainted locations within the main building. Following cleanup, construction began in December 2006. The fully leased, 27-unit, Willard Apartment complex, equipped with energy efficient features and exposed the historic original beams, opened to its residents in February 2008.
