Additional Property Attributes

The former Vermont Salvage Corporation site is part of a 14 acre portion of the commercial and industrial corridor leading into downtown St. Johnsbury from U.S. Route 2 East. The former Vermont Salvage Corporation occupies just over 6 acres of this area, and the 7 acre former True Temper Tool Manufacturing Facility neighbors it to the west. The Vermont Salvage site is zoned for Industrial use, but also has approximately 950 feet of frontage along the south bank of the Moose River. This entire frontage faces the St. Johnsbury Town Forest on the north bank of the Moose River. All parcels at the site are served by Municipal water and sewer except for 64 State Street and 0 Ely Street Lot 8.1. The former Twin State railroad line also runs past these properties as it parallels U.S. Route 2. 64 State Street directly abuts the railroad right of way.

Former Use: All parcels except 85 Ely Street and 53 State Street have been utilized in the past by Vermont Salvage Corporation for vehicle scrap material storage and processing. All parcels except 0 Ely Street Lot 8 have also been owned at least in portion by a succession of wood products manufacturing operations. The American Fork & Hoe Company, True Temper Corporation and Vermont Dowel and Square Company have manufactured wooden handles for tools and other wood products since earlier in the 20th century. The railroad served and passed through this operation, and the applicant reports that a rail spur formerly extended onto the 64 State Street property. These historical uses pose potential environmental concerns such as petroleum product releases from processing of vehicle engines and bodies, metal contamination or hazardous materials such as PCB�s or dioxin. Uses of these properties that supported wood product manufacture, such as the storage of treated lumber cause potential concern for presence of hazardous substances in soil. Proximity to rail lines can be associated with PAH deposition, petroleum fuels and lubricants, and some hazardous substances. A former automotive repair center at 53 State Street is a cause for potential concern, in regards to petroleum fuels and lubricants, solvents, or paint sludges. The applicant also reports that 64 Ely Street was once investigated due to damage to a storage tank at a gas station on Portland Street. Unfortunately the results of this study are not currently available.
