ODEQ solid waste facility closure permit. A methane capture system is required for the ODEQ solid waste facility has been operating years prior to this development. Cleanup funds will be used to add an additional 4 to 12 inches to the cap in certain areas. While not required, the redevelopment of this site includes bioswales and a stormwater capture system to limit rain water infiltration into the landfill.

Additional Property Attributes

The non-profit Dharma Rain Zen Center plans to use this 13.75 acre portion of an old landfill to develop a religious institution for Buddhist practice, study, programs and retreats. The uses will include: regular meditation, classes and services; Sunday school for children; living spaces for staff and temporary residents; and offices, meeting and work spaces. Development is planned over a 20 year period as financing is available. The buildings will be small and limited to two areas in order to preserve much of the land as open landscaped green space. The site development will add impermeable surfaces to the landfill cap, helping to improve the current containment and decrease stormwater infiltration. A lined system of bioswales and dry-wells on the edges will help manage the stormwater. Furthermore, a pedestrian path through the site will allow public access to the natural and built amenities. The Brownfield Program was able to fund both the Phase II ESA and the Prospective Purchaser Agreement for this non-profit. The Phase II revealed some contamination, principally low-levels of PAHs in the soil but also identified heavy metals in some property seeps. Soil vapor tests also confirmed methane on site. Former Use: This site was a former gravel quarry and then operated as a landfill from 1972 to 1982 by Rose City Sand & Gravel when it was closed and capped. Since the closure of the landfill, the site operated as a golf driving range for a few years but has remained vacant since the late 1980�s. While several environmental site assessments have been conducted over the years, additional assessments should be performed prior to the purchase of the property due to the history of the site. Records show that in 1979, DEQ required installation of a gas venting system with 21 methane extraction wells and 34 monitoring probes. In response to a Cleanup Order in 2009, four new wells were installed. While there is no evidence of contaminated groundwater or surface soils, DEQ has found elevated levels of methane gas surrounding the site.
