Additional Property Attributes

A Phase I Brownfields Targeted Assessment (BTA) was conducted for the City of Horton on an abandoned piece of property with environmental uncertainties that has hindered potential property transactions and subsequent redevelopment. Based on the Phase I report, �Recognized Environmental Conditions� (RECs) were identified as petroleum contaminants associated with the historical use of the property as a bulk fuel storage facility and/or hazardous substances associated with the historical use of the property as a feed and fertilizer facility and the west adjoining property as a grain storage facility. Due to the most recent use as a bulk fuel storage facility, three surface soil samples were collected during the Phase I site visit and submitted to the laboratory for analysis of total petroleum hydrocarbon (TPH) gasoline range organics (GRO) and TPH diesel range organics (DRO). Based on the results from the limited soil sampling activities, petroleum contaminants have impacted the soil on the property. exceeding the KDHE RSK Tier 2 soil levels for both a residential and non-residential scenario. The identified petroleum impacts to soil on the property will be referred to the KDHE Storage Tank Section for further evaluation. A Phase II assessment will be performed by the brownfields program to evluate the potential for soil and groundwater impacts from the remaining non-petroleum related RECs.

Former Use: Chicago, Rock Island and Pacifica Railroad Co. from 1888 to 1984. Various leases and uses occurred on the property during that time including bulk fuel storage. Horton Feed and Fertilizer Co. from 1986 to 1994. Private ownership from mid-90's until October 2012 when the City acquired the property through a tax sale.
