Additional Property Attributes

The findings and conclusions of the Phase II ESA are summarized as follows: � Range 1 Soil: Several RCRA metals detected in Range 1 soil at SB2, SB3, and SB4 below Statewide Standards. � Range 2 Soil: No VOCs detected in Range 2 soil above laboratory reporting limits (RLs), with the exception of methylene chloride at SB3. Waste oil detected at several sample locations in Range 2 soil. All Range 2 soil detections were below the Statewide Standards. � Groundwater: Several VOCs and dissolved RCRA metals detected in groundwater below Statewide Standards. TEHs not detected in groundwater above the laboratory RLs. � Vapor Intrusion: No compounds exceeded Statewide Standards in soil or groundwater on the subject property. Therefore, no vapor intrusion risk was identified by this study. Redevelopment plans include the rehabilitation of the building. Based on the findings of this report the vapor intrusion pathway does not appear to pose a risk to future development as no compounds were detected above Statewide Standards. An asbestos containing material (ACM) and lead-based paint (LBP) inspection will need to be completed on the site due to the age of the structure and due to planned renovations. Impact from lead contamination was not observed in soil on the subject property. Based on the findings of this Phase II ESA, no further action appears to be warranted at this time to assess soil and groundwater contamination from historical site use and adjacent property site use. However, groundwater samples were only attained at locations SB2 and SB5 as bedrock was encountered prior to groundwater at five (5) of the seven (7) sample locations. These five included sample locations SB6 and SB7 located on the southeast side of the subject property, where groundwater impacts from the adjacent LUST site at 701 Franklin Street would most likely be observed. Based on environmental records, a possible impact to the subject property with respect to groundwater still exists as a result of this LUST. However, even if some groundwater impact does exist due to the adjacent LUST site, this exposure pathway is incomplete due to Black Hawk County�s ordinance (Health Dept. Regulation 1-99) that requires a mandatory connection to public water, preventing the installation of new wells. The current property owner plans to renovate the television station and potentially redevelop a portion of the site (http://wcfcourier.com/news/local/kwwl-will-renovate-building/article_249ed1a5-fed3-5ad9-a098-a527ff537dcf.html).

Former Use: Commercial and residential development: Sanborn maps indicate residential development from 1892 to 1918. In 1918, a garage and painting/repair shop (building constructed 1915) is shown at 500 East 4th Street on the parcel which now contains the KWWL studio. A church has also been developed by 1918 on the parcel to the southeast of 524 East 4th St. 1930 City Directories list 500 East 4th Street as commercial businesses including 500-510 East 4th as Clemens Automobile Co. In 1935, 500 East 4th Street is listed as Mid-continent Petroleum Corp. In 1939, 500 East 4th Street is listed as Miller Motor Co. 1942 City Directories list 625 Franklin Street as a filling station 1958 City Directories list 500 East 4th Street as KWWL Radio & TV Station. By 1962, the building is shown as a TV studio with a used car lot and filling station (building constructed 1961) at the 524 East 4th St address. City Directories list Norman�s Texaco Service & Gas station at this address in 1963. The American Legion building has been constructed by 1962 and a filling and greasing station is depicted on parcel #8913-24-379-011. In addition the structure which is now owned by the department of corrections at 527 E 5th Street has been constructed. The 1968 Sanborn map lists the 624/625 Franklin Street filling and greasing station as vacant. The 1972 city directories list the 524 East 4th Street (former filling station) address as vacant.
