New construction as Einstein's Oilery. Owner complied with annual EC reporting requirement. Prior value of property $318,410.00. Upon completion of development- $683,710.00. Owner is thankful for the assistance in clearing the way for redevelopment. This was a great example of how BF assessment can protect people from off-site liability. The adjacent Maverick store was pulling USTs and noticed a leak. They tried to place blame on the former Nampa Realty property, but because of the assessments it was found that the GW gradient was in a different direction and couldn't have contributed. Former Use: Past use: From 1963 to 1974 the property was used as a gas/service station operated by Thompson�s Oil, LLC. It was purchased in 1974 by Leroy Horne and was utilized as a real estate office until 2014. Ovation Properties, LLC purchased the property in April 2014 and demolished the building on site. The site is presently bare land. There is known contamination present on the site related to its historical use as an automotive service station. However, the severity and extent of the contamination is unknown. A Phase I Environmental Site Assessment (ESA) was conducted by ALLWEST Testing and Engineering (ALLWEST) for Mountain West Bank in January 2013. A historical recognized environmental condition (HREC) was found in the PI regarding the Thompson�s Oil Co. operating from 1963 to 1974. A recommendation to sample soil and groundwater was made by ALLWEST. A Limited Site Evaluation (LSE) was conducted in February 2013 by ALLWEST for Mountain West Bank. Six soil borings were advanced on-site and two temporary groundwater sampling points were advanced. Soil samples collected from borings B-1 through B-5 exhibited volatile organic compounds (VOCs) and/or poly aromatic hydrocarbons (PAHs) above relative laboratory detection limits (LDLs) and/or above relevant IDEQ Initial Default Target Levels (IDTLs). Soil on-site appears to be impacted by a release of gasoline and diesel constituents (VOCs and PAHs) above IDTLs. The GW sample collected from soil boring B-2 (GW-1) exhibited VOCs and PAHs above the LDLs, but levels were reported below IDEQ IDTLs. The LSE recommended additional site evaluation activities to evaluate the extent and magnitude of the documented release.
