Additional Property Attributes

Former Use: Carlisle Tire and Wheel was a manufacturer and importer of agriculture, ATV, golf, aviation, trailer, and lawn and garden tires. Previous manufacturing operations at the site have included paper, garment, textile, and bicycle manufacturing facilities. The facility in Carlisle opened in 1917 and continued to expand throughout the 20th century. In 2010, the corporation relocated its operation to Jackson, TN, leaving 340 employees jobless. When the plant closed, it consisted of a complex of dozens of buildings, tower structures, aerial tanks, and industrial infrastructure built over the course of nearly 100 years. The 12-acre site had 380,000 square feet of obsolete buildings with known hazardous contamination including a variety of solvents, process oils, asbestos, and other toxics. A national real estate firm specializing in brownfields redevelopment, RE Invest Solutions, purchased the site and has commenced partnership with the community on a vision for redevelopment of the site as a sustainable, mixed-use project in the context of the surrounding brownfields and other community and economic centers. RE Invest has begun environmental assessment with a $190,000 Industrial Site Reuse Program grant from the PA Department of Community and Economic Development. The redevelopers have entered the site into the Pennsylvania Department of Environmental Protection (PADEP) Act 2 voluntary brownfields program, reached agreement with the former owner regarding its responsibility for remediation, conducted demolition of obsolete buildings, and commenced initial assessment and reuse planning in partnership with Carlisle and Cumberland County. Once the current Phase II investigation is complete, the property owner will be able to determine whether or not further assessment, remedial planning, or remediation is necessary and if entry into the PADEP Act 2 program is appropriate.
