Following closure of the facility in 2002, the USEPA conducted a time-critical removal action in 2004 to collect and remove fuels, oils, and other hazardous materials remaining at the site. Subsequently, the City of Rock Falls was awarded a United States Environmental Protection Agency (USEPA) Brownfields assessment grant and an Illinois Environmental Protection Agency (IEPA) Municipal Brownfields Redevelopment Grant (MBRG) to conduct environmental assessment on the Reliant Fastener site and other brownfield sites in the community. Based on the results of site assessment activities, risk-based evaluation was conducted and remedial planning was completed under the IEPA voluntary Site Remediation Program. Brownfield redevelopment activities were hampered when the western building at the Reliant Fastener site was destroyed by a fire on December 23, 2007. Due to the known presence of asbestos containing materials in the structure, cleanup of the resulting fire rubble and debris, cleanup of the building was delayed due to the lack of funding. In October 2008, the USEPA mobilized to the site to conduct a non-time critical removal action rubble and debris contaminated with asbestos, polynuclear aromatic hydrocarbons (PAHs), and other possible hazardous materials. Upon completion of the fire cleanup, USEPA cleanup grant funds were used to complete remedial activities in accordance with the USEPA and IEPA approved remedial action plan. Remedial activities consisted of the overexcavation and off-site disposal of selected "hot spot" locations impacted by metals and PAHs. In addition, a multi-arrayed vacuum extraction system was installed and operated to abate an area of free phase petroleum product. Upon completion of vacuum extraction activities, isolated pockets of product saturated soils were overexcavated and transported off-site for disposal.
