Additional Property Attributes

The Montopolis Recreation Center has served the East Austin community for more than four decades. Montopolis Recreation Center was originally owned by Dolores Catholic Church. The property consisted of two structures, a 14,400 sq. ft. recreation center and a community health care center, a swimming pool, parking lot and undeveloped land. In 1971, the City of Austin began operating the building as part of the Parks and Recreation Division (PARD) services. In 1973, PARD purchased the building and the surrounding land, with 2.55 acres of land dedicated for community use. After 40 years, the facility was in poor condition and no longer meeting the needs of a growing and vibrant community. Voters approved the updates in 2012, and broke ground on the project in 2018. With bond funding of just over $15 million, the extensive redevelopment will provide improved recreational opportunities in East Austin. The Montopolis Recreation + Community Center will jointly replace two aging facilities and be co-operated by the Austin Parks and Recreation Department and Austin Public Health Department. The revitalized center features 33,000 square feet of new space, including a commercial kitchen, multisport gymnasium, fitness room, track, teen space, computer lab, conference rooms, and educational programming areas. The building's design seeks to support the initiatives of each partnering department by fostering mental and physical well-being through community recreation and the pursuit of healthy lifes. Brownfields Assessment and Cleanup at Montopolis Recreation Center: The 2017 Phase I report indicated a need for more investigation of the historic off-site gas station. A groundwater monitoring well was installed, to determine if groundwater was impacted. No potential chemicals of concern were detected above regulatory levels. Following the groundwater assessment, the applicant requested an asbestos and lead-based paint survey of the Recreation Center. Contractors investigated the presence and extent of asbestos and lead based paint in the existing building in January 2018. The survey confirmed the presence of asbestos and lead-based paint. Abatement and appropriate handling were recommended during demolition and renovation of the property. ABRO completed asbestos and lead-based paint surveys to determine the extent of contamination present in the buildings. Asbestos abatement took place September-October 2019 and was completed 2 weeks ahead of schedule. More information about the renovation is on the City of Austin Montopolis Recreation and Community Center Project website Grant Documents & Important Dates: * ABCA and CRP were submitted to EPA July 31, 2019 * The loan agreement (MOU) was signed August 1, 2019 * 30-day Public Notice was given in the Austin-American Statesman August 4 -September 2, 2019 * The QAPP was reviewed and approved September 10, 2019 * Notice was provided to DSHS September 3, 2019 * Abatement began September 20, 2019, and was completed October 04, 2019 * Final Report was submitted to ABRO from the QEP on January 3, 2020
