Additional Property Attributes

The TRP attempted to examine all the primary evidence for RECs on the property. One important difference between the two Phase I ESAs is the scope of the projects. The 2004 document looked at the industrial activity of the Spalding Mill site as a whole, including both the property purchased by the Tribe and the Railroad property, with an active lumber reloading operation and remnants of the original saw mill operations. The 2012 ESA primarily looked at the portion of the property purchased by Tribe. As best as we can determine, the vast majority of the industrial activity occurred on the Railroad property. Most of the Tribes property was either active farm ground or log loading yard that was armored with pit-run basalt ballast sometime during the conversion from log ponds to log storage and loading yard.
