Former Use: From the 2017 application: The original Ruby School was built on the site in 1934. The existing building was constructed in 1963 by William McCarty, Jr. This school was abandoned when a new school was constructed elsewhere in town prior to 1979. DNR acquired this land in 1975 through a trustee deed, seemingly including all physical property (including buildings) located on the parcel. DNR issued letter of entry to City of Ruby in 1980, and reportedly a lease for the property in 1981; however, the City was not interested in leasing the buildings as of April 1981. Regardless, the City allowed the Tanana Chiefs Conference to use the site in 1981 for its Head Start school function (it is not certain that this is the same building), without DNR authorization. DNR issued a lease to the City in late December 1981 for use of the site, to expire in 2006. The City of Ruby, under lease from the DNR, tore down several buildings, although it is not clear exactly when this occurred and exactly what was removed. The existing building was left standing during this demolition. It is the current belief that the DNR is the owner of both the building and the land, although the history on the building is still unclear. The City was given tentative approval to use the building for Head Start in 1989. Subsequent to its use for the Head Start program, the building was primarily used as a shared space for community members, housing ceremonial dances and potlatches, providing a space for weddings, and most recently, housing Galena Flood victims in 2013. The lease expired in 2006. The City re-applied for a lease in 2011, which was never issued due to contamination found on-site by DNR staff on a 2013 inspection. The building has been vacant since 2013, but the community continues to use the lot for summertime ceremonial events, and children play in the lot. A DNR site inspection in 2015 noted that the building appears to be degrading. This is likely due to lack of use.
