An institutional control will be established for this Project which will consist of an easement and a zoning restriction which will be filed with the City of Montpelier land records to document the presence of
impacted soil beneath the isolation barrier. This institutional control will limit future activities in the areas of the impacted soil to prevent potential risks due to future construction/ development activities.
Additionally, the institutional control will include the requirement for annual inspections of the isolation barrier to confirm that it is effectively mitigating the risks associated with the impacted
soil.

Additional Property Attributes

The Montpelier School District merged with Roxbury Schools on July 1, 2018. The new School District is the site owner. The school bonded for $1,180,000 to pay for the remediation and redevelopment of the playground. Site work started in Fall 2018.

Former Use: The original school building burned in 1822 and another school building was constructed. The second school was then replaced with the current building in 1940. The limited play equipment is aging and there are limited engaging and interactive site features for imaginative play and outdoor learning experiences. The site is nestled into the bank of a steep hill it has been plagued by a small landslide and slope slumping. Stormwater runoff has resulted in frequent muddy rivulets and ponding surface water. In 2013 a volunteer group worked to secure grant funds to build a new playground, and in 2015 hired a landscape architect to develop a plan which would provide a varied nature-based playscape. Due to the sites urban location an environmental site assessment was undertaken to ensure any earthwork would be handled appropriately. The charred remains of a previous school building that reportedly burned down, may have contributed to the elevated PAH concentrations detected in the soils at the site, and along with other soil contaminates which are typically found in urban areas, including arsenic (which is a naturally occurring element that is often found in Vermont soils).
