Institutional and Engineering Controls

A deed restriction prohibiting accessing groundwater will likely be required by DEQ prior to approving a No Further Action determination. No formal requirement has been imposed by DEQ yet.
No
DEQ may require engineering controls such as continued groundwater monitoring or surface capping, depending upon the cleanup approach selected by the property owner and DEQ. DEQ has not yet provided formal input on engineering controls requirements.

Additional Property Attributes

Property has mix of uses, primarily retail, outdoor plumbing equipment storage, and warehousing. Ph I ESA identified gas station and auto repair business historically present on portion of the property as REC. Site not eligible for petroleum grant-funded Ph II ESA. Phase II ESA was funded by potential purchaser, City of Salem ($17,500).

Former Use: Historical records show that the tax lots that comprise the Property have been developed since at least the 1880s. Uses prior to the 1900s were a mix of residential and businesses including a seed store, cooper, bakery, and dressmaker. Uses since 1900 have included a retail gasoline service station, warehouses, auto repair, and various retail stores and restaurants.
