Additional Property Attributes

Southern Power District (SPD) purchased the property from Greg Vandell in 2018 to develop an electric utility office and warehouse. The property was previously used for agricultural purposes and lies adjacent to a former unregulated dumping ground. SPD was concerned that contaminants from the dump may have migrated on site. A Phase I & Phase II Environmental Site Assessment were completed for the site. All VOCs detected in soil gas were below the industrial Nebraska Department of Environment and Energy (NDEE) Voluntary Cleanup Program (VCP) Remediation Goals (RG). Landfill gas measurements were taken and no methane gas was detected. Although all soil gas concentrations are below industrial remediation goals, and therefore would not hinder SPDs redevelopment of the site, one soil gas sample on the southern property boundary exceeded the residential VCP RG for tetrachloroethene (PCE). This is concerning because the sample is located next to a residential area. In addition, the City of Funk plans to install PVC piping along this path to supply water to SPD's new facility. The NDEE conducted supplemental sampling and vapor intrusion assessments to further assess any contamination that may be due to the former dump site to the south. The first set of samples was taken in October 2018 and included seven exterior soil gas samples along the proposed PVC piping pathway, an exterior ambient air sample, and two sub-slab and indoor air samples collected from two adjacent residences. In one exterior soil gas sample, naphthalene exceeded its exterior soil gas NDEE VCP RG; Benzene exceeded the exterior soil gas NDEE VCP RG at four of the seven sampling s. Benzene was also detected in the sub-slab soil gas and indoor air at one residence exceeding the residential NDEE VCP RGs. In addition to benzene, trichloroethene (TCE) was detected above the residential risk-based concentration for long-term exposure of indoor air in this home. At the second residence, benzene, chloroform, ethlybenzene, PCE, and xylenes were present in indoor air at concentrations above their respective NDEE VCP RGs. Ethylbenzene, PCE, and xylenes were also detected in the sub-slab soil gas, but in lower concentrations and below risk-based thresholds. Based on the analytical results, NDEE's contractor remobilized for a second round of sampling in January 2019. This additional sampling event consisted of resampling the two residences to further assess the sub-slab to indoor air pathway and two additional exterior soil gas samples: one near the of the previous PCE hit and another directly west of the residence with the elevated benzene in indoor air and sub-slab soil gas. The analytical results did not confirm the results of previous investigations. In both exterior soil gas samples, no VOC concentrations exceeded any NDEE VCP RGs, and PCE was non-detect. Benzene did not exceed NDEE VCP RGs for residential sub-slab soil gas or indoor air at the first residence; however, TCE was still detected above the NDEE VCP RG for long term residential indoor air exposure, but not for residential sub-slab soil gas. At the second residence, naphthalene exceeded the NDEE VCP RG for residential sub-slab soil gas but was not detected in indoor air. Once again, the five compounds, benzene, chloroform, ethlybenzene, PCE, and xylenes exceeded their respective residential indoor air NDEE VCP RGs. These compounds were also present in the sub-slab soil gas but did not exceed any risk-based concentrations. During this sampling event, benzene was detected in the outdoor ambient air exceeding its respective NDEE VCP RG. The outdoor air concentration is comparable to the concentration detected in the second residence, suggesting the outdoor air may be contributing to the elevated benzene concentration in the home. Additionally, the indoor air sample was collected in a basement storage area where several containers of paints and cleaning materials are kept. This may have biased the analytical results.
