This proposal focuses on Plat 14 Lot 387, and the the building on Parcel 2 is the rear/western portion of the former Woonsocket Rubber Company Mill complex. The blighted Site sits along a stretch of road which serves as a gateway to the Main Street business district. The Site is in the midst of several low income, densely populated neighborhoods. This Target Area is comprised of multifamily homes inhabited by 10,000 residents. The Site was developed prior to 1892 and has been occupied by a range of business types and uses, including industrial plants, manufacturing mills and factories, retail stores, several music and art studios, office spaces and a retail mall. Last occupied by ?Le Moulin? in the early 2000s, 17 of 160 The Site building was eventually condemned by the City in 2014.
