Additional Property Attributes

Multiple piles of junk, including automobile parts, tanks, and drums were observed across the subject property. Many of the tanks and drums are in poor condition and their contents is unknown. These items pose a Recognized Environmental Condition (REC) for the property. There are two leaking underground storage tank sites upgradient of the subject property. Contamination was detected up to 1,860 relative response units at 3 feet below ground surface at Hardee's Tank Site in the late 90s. This site is 1,373 feet west and upgradient of the subject property. A Tier 1 was scheduled for the site in 2016; however, the property owners did not allow access. Due to the upgradient location and lack of additional environmental information, the Hardee's Tank Site poses a REC to the subject property. Neuswangers, Inc. is located approximately 876 feet west and upgradient of the subject property. Four 4,000-gallon and one 8,000-gallon underground storage tanks were removed from the property in 1986. No information is available on the condition of the tanks during removal, or if a release has ever occurred. Due to the upgradient location and lack of environmental information, Neuswangers poses a REC to the subject property. An asbestos containing materials (ACM) survey was completed for the office building onsite. Samples collected in sealant on the north side of the roof, window glazing, and caulking tested positive for ACM. The City of Alliance requested this Phase I ESA and ACM survey for the purpose of redeveloping the salvage yard. At the time of the Phase I, the owner expressed interest in selling the site to the City for purposes of developing a butcher shop. Due to the identified RECs, the NDEQ recommends a Phase II ESA to assess underlying soils and groundwater for petroleum hydrocarbon contamination. All ACM should be properly removed and disposed of according to state and federal regulations prior to any building demolition or renovations that may disturb the material.

Former Use: The property has served as a salvage yard since the 1940s.
