Additional Property Attributes

The property was developed as a gas station in the 1950s and was closed in the 2000s. Two 1000-gallon gasoline underground storage tanks (USTs) were installed in 1965 and closed in-place in 1986. One 10,000 gallon and one 4,000-gallon gasoline USTs were installed in 1982 and removed in 2008. One 500-gallon kerosene aboveground storage tank (AST) was installed in 1994 and removed in 1998. Two Minnesota Pollution Control Agency (MPCA) leak numbers (7389 and 14334) are associated with the site. Leak number 7389 was discovered on February 1, 1994 and was closed on December 23, 1994. Leak number 14334 was discovered on July 11, 2001 and closed on April 1, 2002 (MPCA). No details are provided regarding the USTs associated with each leak number. The property is owned by the Mille Lacs Band of Ojibwe. The site is planned for redevelopment as a commercial property. Former Use: The U.S. EPA has contracted Tetra Tech through START V to perform a Phase II ESA at this property under Task Order F0107-0001AI079. A Phase II ESA was conducted at the site by Braun Intertec in September 2017 and identified petroleum hydrocarbon compounds in the soil exceeding MPCA?s unregulated fill criterion. A Phase II ESA was conducted at the site by ATC Group in October 2018. Analytical results indicated that soil and groundwater samples contained concentrations of petroleum hydrocarbons exceeding the Mille Lacs Band cleanup standards. A conceptual remedial design and order-of-magnitude cost estimates were developed for two alternatives: soil excavation and air sparging with soil vapor extraction.
