Additional Property Attributes

A Phase I ESA at the Site revealed the following recognized environmental conditions (RECs): On-Site: 1. According to historical research information provided by GeoSearch, the Subject Site has been developed as an industrial fertilizer and oil mill machinery production facility with a foundry, machine shop, lumber storage, former gasoline tanks, oil house, and coal yard since circa 1880. The Subject Site is also listed on the Non-Hazardous Site Inventory (HSI) and Superfund Enterprise Management System (SEMS) Archive databases in connection with a previous EPA Superfund investigation at the Subject Site. Based on the provided information, historical practices may have adversely impacted the soil, groundwater, and/or vapor at the Subject Property. Additionally, during the site reconnaissance, the Cardno identified the following onsite observations: Containers labelled for paint, primer, thinner, sealer/finish, herbicides, and chlorodifluoromethane were present in varying levels of condition throughout the former main area of operation. Several containers were unlabeled, and contents were indeterminable during site reconnaissance, but are generally assumed to contain similar materials. What appeared to be a grated pit of indeterminable function was present in the southern portion of the main area of operations, and appeared to contain a 5-gallon container of indeterminable contents. Staining was present in the area. o Staining from what appeared to be leaking hydraulic fluid was present on/beneath former machine components/hoists in the former main area of operations and the former warehouse. o At least nine 55-gallon drums were present throughout the site in varying condition, and in some cases, indeterminable contents. A rail line adjoins the Subject Property to the west, with a rail spur bisecting the central portion of the Subject Property for loading/unloading. Historically rail lines utilized pesticides/herbicides with hazardous materials, and there is the potential for hazardous materials to have been mishandled during load/unloading on-site from the rail spur. Off-Site: 2. An automotive repair facility (Allied Machine Shop and Engine Parts, LLC) has operated in a close upgradient proximity to the subject property since circa 1962. This facility is also listed as a Resource Conservation and Recovery Act (RCRA) Generator. It is possible that this historical facility may have adversely impacted the soil, groundwater, and/or vapor at the Subject Property. 3. The adjoining, upgradient property to the north operated as a lumber company (Former East Point Lumber Company) from circa 1911 to 1988. Historically, lumber treatment operations utilized chromated copper arsenate, creosote, and other hazardous materials, which in high concentrations over long periods of time, has the potential to adversely impact soils and/or groundwater. 4. A former electrical transformer facility (D&N Electric Company/Former Southern Transformer facility) operated in close proximity to the Site from circa 1976 to 2002. This facility is listed in the SEMS, Non-HSI, Historic Non-HSI, and RCRA Non-Generator databases with documented groundwater contamination. Given a history of operation in close proximity to the site, historical facility practices, and documented groundwater contamination, it is possible that this facility may have adversely impacted the soil, groundwater, and/or vapor at the Subject Property. A Phase II ESA was completed in March 2021 and revealed impacts to Site soils (VOCs, PAHs, and metals), as well as asbestos and lead-based paint in building materials. Groundwater was found to not be impacted.

A Georgia Environmental Protection Division (EPD) Hazardous Site Response Act (HSRA) Notification was developed and submitted on May 25, 2021 for EPD's review and determination on listing on the state hazardous site inventory (HSI).
